Why I Recommend It: 

Mike Bostock of the New York Times first turned me on to D3. I'm by no means an expert in coding with D3.  But if your web document needs a slick map (or chart of some sort) to illustrate a point, particularly if it needs to illustrate some dynamic in the data, D3 is the way to go!
